Moses Lake Industries 30-day Public Comment Period October 31 thru December 4, 2023

This is a 30-day public comment period for the review of Moses Lake Industries draft permit, technical support document, and notice of construction application with associated documents.
Moses Lake Industries (MLI) submitted a notice of construction application for multiple projects. They propose to increase their Nitrogen Oxides (NOx) limits from boilers when using methanol fuel. Annual and hourly limits will better account for startup emissions using methanol fuel. NOx emission will increase by 3.76 tons per year.
The existing High Volume Manufacturing facility will expand from one reactor to four reactors and add a dry scrubber to the existing wet scrubbing system to control emissions of ethylene oxide and propylene oxide.
MLI also proposes to expand its existing copper purification process with a new line. Particulate matter will increase 0.47 tons per year, copper sulfate will increase 0.056 tons per year and sulfuric acid will increase 0.016 tons per year.
We determined this proposal satisfies the requirements of Chapter 173-400 WAC. The public is invited to comment.
